In the end of 90th under the TACIS Project EAZ 9502 “Energy Legislation, Taxation and Finance Assistance to the Energy Sector of Azerbaijan” Interjurservice together with the team of European experts participated in the drafting of laws “On Energy”, “On Oil and Gas”, “On Generation, Transportation, Distribution, Storage and Use of Gas” and other auxiliary acts. The firm was also closely involved in the TACIS Project EAZ 9603 “Support for the Structural Reform of the Fuel and Energy Sector of the Republic of Azerbaijan”.
In July 2002 the consortium formed by Interjurservice jointly with Deutsche Gesellschaft fűr Technische Zusammenarbeit (GTZ) GmbH won the tender announced by the European Commission within the frame of technical assistance to CIS countries for implementation of the first project dealing with modernization and reform of the legal and judicial system in Azerbaijan (No. EuropeAid/112561/C/SV/AZ). The project started in October 2002. Under the project the professional team of local and foreign experts hired by the consortium initiated a comprehensive programme with an effective and efficient capacity for the training of judiciary and court administrative staff; developed a special programme for training of local trainers; provided consultations as to the overall case management, docket control, record preservation. The team worked on comments to the Civil Code and Criminal Procedure Code of Azerbaijan and gave recommendations to the Ministry of Justice of the Azerbaijan Republic on judicial reform.
The second tender on “Implementation of Economic Strategy and Pay Policy of the Civil Service in the Azerbaijan Republic” was won in August 2002 by Arcadis BMB. Aimed at the development and implementation of a comprehensive administrative reform strategy, based on the principles of legal certainty and reliability, transparency, accountability, efficiency and effectiveness, Interjurservice as a subcontractor to the project worked on changes and amendments to the existing law “On Civil Service”. Under the project the firm also drafted auxiliary acts and arranged contacts with Human Resource Departments of various ministries and agencies. On the basis of documentation drafted under the project the State Civil Service Commission under the President of the Azerbaijan Republic was established.
